PROBLEM TO BE SOLVED: To provide a pressure fluctuation relieving member and a tunnel structure for reducing tunnel micro-pressure waves without causing the shape change of a train head vehicle, buffer work of a tunnel entrance, and new construction of a branch pit or the like of a tunnel. SOLUTION: The pressure fluctuation relieving member 1 disposed at the front face or back face in the moving direction of a moving body or within the tunnel structure through which the moving body passes, comprises activated carbon 2 having a pore structure with an average pore diameter of 10 nm or less, activated carbon holding members 3a, 3b for holding the activated carbon 2, and a frame body 4. The same pressure fluctuation relieving member as the pressure fluctuation relieving member 1 is arranged on the whole surface of an internal wall surface of the tunnel structure.
