PROBLEM TO BE SOLVED: To provide a thinning-out filter which is small in circuit scale and high in operating rate. SOLUTION: The thinning-out filter is equipped with a 1st thinning-out section which samples down inputted data, a 1st filter section which filters and outputs the data sampled down by the 1st thinning-out section, and a 2nd thinning-out section which further samples down the data filtered by the 1st filter section, wherein the 1st filter section further filters and outputs the data sampled down by the 2nd thinning-out section.
