PROBLEM TO BE SOLVED: To effectively utilize the low-temperature heat recovered in evaporating LNG. SOLUTION: An LNG taking-out line 3 for evaporating LNG 2 taken out from a low-temperature tank 1 and supplying the same to a demander such as a heat power plant, is successively connected with first-third LNG heaters 4, 5, 6 to rise a temperature of the LNG in stages. Intermediate mediums 7, 9 are respectively introduced to the first and second LNG heaters 4, 5 to exchange the heat with LNG 2 to rise the temperature of LNG 2. Expansion turbines 13, 18 coaxially comprising a power generator 12 are connected by closed-loops 8, 10 to generate the power by using a heat pump for pressurizing intermediate mediums 7, 9 taking the cold heat from the LNG 2 by refrigerant pumps 16, 21, and then allowing them to exchange the heat with a heat medium 11 to be evaporated. The heat medium 11 is guided to the evaporators 17, 22 and the third LNG heater 6, and the cooled heat medium 11 is guided to a condenser of the heat power plant without being thrown out to effectively utilize the low-temperature heat.
