PROBLEM TO BE SOLVED: To improve the reliability of an optical element and of the method for manufacturing the same. SOLUTION: The optical element 100 includes a substrate 110, a column 130 formed above the substrate 110 and provided with an upper surface 132 for emitting or receiving light, a resin layer 140 comprising a first region 142 formed above the substrate 110 to extend around the periphery of the column 130, and a second region 144 formed along the edges of the upper surface 132 of the column 130, and electrodes 150 extending over the first region 142 and the second region 144 of the resin layer 140 and electrically connected to the edges of the exposed part of the upper surface 132 of the column 130.
