PROBLEM TO BE SOLVED: To provide a steam turbine casing and a steam turbine improving heat followability of steam of the steam turbine casing, suppressing a difference due to heat elongation at the time of starting lower, and having excellent starting performance while suppressing heat stress of a flange as a horizontal joint and ensuring tightening force of a bolt. SOLUTION: In the steam turbine casing constituted connecting to an upper half part flange 3a provided on the upper half part casing 1a, and a lower half part flange 3b provided on the lower half part casing 1b, of an upper half part casing 1a and a lower half part casing 1b divided in a cross sectional center by tightening bolts 4a, 4b installed therein, radial passages 5a, 5b and axial passages 6a, 6b are provided on a connecting surface of the upper half part flange 3a and the lower half part flange 3b.
