PROBLEM TO BE SOLVED: To provide a heating device for heating specifically the seat of an automobile by providing high flexibility and uniform heating. SOLUTION: The heating device has a conductive layer on an electrical insulation base material. The base material and conductive layer has a plurality of cross shaped openings therethrough. The conductive layer has a bus, and a trace extending from the bus. The trace surrounds the openings. A resistive layer or a thermistor layer is formed on the conductive layer.
