PROBLEM TO BE SOLVED: To provide a fixing device which can make melting of toner sufficient except at and in the temperature and time of a fixing member. SOLUTION: In the electrophotographic heating pressure type toner fixing device, the fixing member in contact with the toner has silicone rubber of at least≥400μm and a fluororesin as the extreme surface layer. The stagnation time DT [msec] of recording paper in a heating nip of the fixing device is≥100 msec. The ratio of the surface temperature of the recording paper, when the surface temperature of the recording paper in the outlet of the nip is assumed to be 100%, is defined as Tp[%], the ratio of the lapse time within the nip, when the stagnation time is assumed to be 100%, is defined as DTp[%], and then DTp at which Tp attains 90% is defined as DTp 90[%], DTp90<(-0.063×DT+57) is obtained.
