PROBLEM TO BE SOLVED: To provide a method for manufacturing a copper-based composite material, which has high heat conductivity together with a low coefficient of thermal expansion and includes Cu and Cu<SB>2</SB>O, at a low cost, without needing plastic working. SOLUTION: This method for manufacturing a desired copper-based composite material comprises: supplying Ar and O<SB>2</SB>as a plasma gas; generating a plasma frame by using a high frequency coil; supplying only Cu powder into the plasma flame as a raw material of a composite material, without using Cu<SB>2</SB>O powder together; and thermal-spraying a mixed powder consisting of the Cu powder of which the one part has been oxidized into Cu<SB>2</SB>O when supplied into the plasma flame and non-oxidized Cu powder.
