PROBLEM TO BE SOLVED: To provide a content delivery system allowing a content delivery server to distribute content data delivery processing to a plurality of user terminals. SOLUTION: In this content delivery system, the content delivery server is provided with a delivery request receipt part receiving a request for content data delivery from the user terminal, a contents data delivery part, a random number generation part generating random numbers within a predetermined time zone area, and a download time information creation part creating download time information based on the random numbers. The user terminal is provided with a time information acquisition part performing query processing to the content delivery server at every fixed time interval for acquiring the download time information and a download execution part executing downloading of the content data from the content delivery server according to the time shown by the download time information.
