PROBLEM TO BE SOLVED: To provide a liquid developing device in which the configuration of a circuit for generating a development bias is simple, a cost reduction and high reliability are achieved, and high efficiency of transfer from a supply body to a developer carrier and that from the developer carrier to a latent image carrier and cleaning of the developer carrier are ensured. SOLUTION: The liquid developing device 50 supplies a liquid developer to a developing roller 52 by rotating in contact with a supply roller 53, and develops a latent image on a photoreceptor drum 20 with the liquid developer. The liquid developing device 50 includes a development bias generating circuit 130 having a Zener diode ZD for applying a development bias to the developing roller 52. The liquid developing device 50 also includes a supply roller potential application circuit 100 for freely variably supplying the supply roller 53 with a supply body potential that is not lower than the development bias applied to the developing roller 52 by the development bias generating circuit 130 or is lower than the development bias.
