PROBLEM TO BE SOLVED: To provide a steam turbine improving reliability and performance and a method for designing the same. SOLUTION: The steam turbine 20 is provided with a rotor 2, a fixed blade 11 including a fixed plant part 4b and a fixed blade crown part 3b, an offset blade 12 including an offset plant part 4a and an offset blade crown part 3a abutting on the fixed blade crown part of the fixed blade 11. Wedge angle of the fixed blade crown part 3b, thickness of the fixed blade crown part 3b, wedge angle of the offset blade crown part 3a, thickness and offset quantity of the offset blade crown part 3a are defined by a predetermined optimization function based on some of combination of effective length 11a of the fixed blade 11, fixed plant part diameter 4b, fixed plant part shape, fixed plant part thickness, fixed blade number, centrifugal force of the fixed blade 11, effective length 12a of the offset blade 12, offset plant part diameter, offset plant part shape, offset plant part thickness, offset blade number, centrifugal force of the offset blade 12, using temperature and rotation speed.
