The device has a set of heat exchanging vanes (6), where each vane presents a plane portion with flow deflectors (20, 28) placed between tubes of tube bundles. One of the deflectors is made in the form of a set of blades (30) obliquely projecting from the plane portion. The other deflector is made in the form of another set of blades (22) placed parallel to the plane portion, where the blades (22, 30) are made of metallic sheet band.
