PROBLEM TO BE SOLVED: To provide a two-dimensional photonic crystal slab waveguide, in which the group speed is improved and propagation loss is reduced. SOLUTION: In the two-dimensional photonic crystal slab waveguide which is formed with a defect structure, by linearly removing a portion of the lattices of the two-dimensional photonic crystal slab waveguide in a waveguide direction, the first width which is the width between the lattices on both sides of a defect portion in the defect structure is made larger than the second width between the lattices on both sides in the defect portion in the normal defect structure which is formed by merely removing one row of the lattices of the two-dimensional photonic crystal slab. The first width of the defect portion is the width at which the two-dimensional photonic crystal slab has a single mode on a higher frequency side than the write line of the clad.
