PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having excellent sense of use and stability in preparation. SOLUTION: The oil-in-water type emulsion composition contains a copolymer of an acryloyldimethyltaurine salt and hydroxyethyl acrylate, represented by formula (I) (wherein, X is an alkali metal atom, an alkaline earth metal atom, an ammonium ion or an organic amine; n is 3-90; and m is 10-97) in the aqueous phase and a powder in the oil phase.
