<P>PROBLEM TO BE SOLVED: To provide an advertisement video embedding system in which an advertisement video is embedded in a program video so as to reliably reach audience. <P>SOLUTION: In an advertisement video embedding system, a program video registered in a program content management device 4 by a program video registering device 2 is received by a program video processing device 10, and a space change amount or the like is calculated in the program video received, whereby a figure as a blank continuous region is detected from the program video. Then, comparing the region of the detected figure with the region of the advertisement video indicated by advertisement content description data prepared by an advertisement content management device 8 from the advertisement video registered in the advertisement content management device 8 by an advertisement video registering device 6, an embedding condition is prepared in association with a figure embedding the advertisement video with the advertisement video embedded in the figure.
