PROBLEM TO BE SOLVED: To speed up the responsiveness of lighting control and increase the reliability of the lighting control even when the number of aircraft increases or when the scale of an airport increases. SOLUTION: In one embodiment, this airport lighting control apparatus 1 includes an acceptance means 8 for accepting aircraft position information from an ASDE device 2 at predetermined intervals; a determining means 12 for determining based on the position information a terminal control that corresponds to lighting to be turned on in order to guide an aircraft in running; a setting means 13 for creating setting information for turning on the lighting, for the terminal control that corresponds to the lighting to be turned on; and an output control means 17 for controlling on the basis of the setting information the output of a lighting signal for the terminal control that corresponds to the lighting to be turned on. The airport lighting controller 1 achieves a process for distributing functions between a first lighting controller 1a, which includes the acceptance means 8 and the determining means 12, and a second lighting controller 1b which includes the output control means 17.
