PROBLEM TO BE SOLVED: To develop a stereoregular radical polymerization process enabling versatile polymerization equipment and conditions(temperature, polymerization initiator) to be applied and also enabling high stereoregularity to be controlled, and to provide a method for economically and industrially advantageously producing a stereoregular polymer. SOLUTION: The method for producing the stereoregular polar vinyl polymer≥60% in isotactic or syndiotactic triad content comprises polymerizing a specific polar vinyl monomer using 0.01-10 molar equivalent, based on the monomer, of a conjugate complex, as template catalyst, composed of an inner donor-type Lewis base-natured compound and Lewis acid-natured groupsIIA-VIIA, VIII and IB-IIIB layer metal compounds.
