PROBLEM TO BE SOLVED: To ensure safety of working when an obstacle comes into contact with a powder supplying pipe of a device, which supplies powder onto the surface of molten steel in a mold in continuous casting. SOLUTION: A powder supplying device 1 is provided with the powder supplying pipe 51, which supplies powder onto the surface of molten steel from its front end part. The powder supplying pipe 51 is swingable right and left around a pivot 42 mounted on the base end of the pipe 51. The device 1 is further provided with a swing inhibiting means 7, which inhibits the powder supplying pipe 51 from further swinging when the obstacle comes into contact with the side face of the supplying pipe 51.
