PROBLEM TO BE SOLVED: To provide an optical recording medium manufacturing system which prevents the occurrence of breaks and cracks in a substrate and deviation of a forming position of a center hole, in a step of forming the center hole in an optical recording medium. SOLUTION: An optical recording medium manufacturing system 10 is provided with; a molding machine 11 for molding the substrate having a guide groove in one surface; a film forming device 12 for forming a layer mainly consisting of at least an ultraviolet-ray curing resin, on the other surface of the substrate while using the guide groove to position the substrate; and a center hole forming device 13 for forming the center hole in the substrate by cutting the substrate along the guide groove. Since the center hole to be formed later is formed along the guide groove, the center hole of high precision can be easily formed without the occurrence of breaks and cracks in the substrate and deviation of the forming position of the center hole.
