PROBLEM TO BE SOLVED: To return to recording operation quickly at the time of ejection etc. while optimizing a standby state of recording and reproducing of a cartridge disk. SOLUTION: A dust prevention effect at a standby state, a prevention effect of collision with a head and a power saving effect are acquired by enabling it to maintain a shutter close state where recording media in the cartridge recording medium inside are not driven by driving means, and a shutter mechanism is closed as a state of loading process of a cartridge recording medium. Moreover, when an ejection request of the cartridge recording medium arises, transition for example, from a drive-on state to drive off state→shutter close state→ejection state are controlled by individual commands respectively. Thereby, up to the point of time before issuance of an ejection command, it can be made to return to recording operation without ejection according to recording operation.
