PROBLEM TO BE SOLVED: To store and translate and transmit a message, and to enable a user to confirm which text message has been transmitted the latest, and to read the sequel, and to receive the text message when the conversation is disconnected in the middle. SOLUTION: A mediating device 11 is provided with a receiving means 25 for receiving a text message and user language through communication, text message storing means 28 and 29 for storing the text message and use language, transmission recording means 32 and 33 for storing which text message has been transmitted, a transmission deciding means 27 for deciding whether or not there is any text message which has not been transmitted yet to the interactive party, translating means 30 and 31 for translating the text message which has not been transmitted into the use language of the interactive party and a transmitting means 26 for transmitting the translated text message.
