<P>PROBLEM TO BE SOLVED: To suppress excessive current generated at the charging of a secondary battery. <P>SOLUTION: The switch control means 28 of a charger 1 closes only the second switching means 15 at start of charge. The switch control means 28 closes only the first switching element 14, when a specified time passes, after the start of charge.
