PROBLEM TO BE SOLVED: To obtain an external composition for skin, which controls feeling of greasiness characteristic of a polymer, has improved sense of use and excellent moisture retaining effect. SOLUTION: The external composition for skin having slight feeling of greasiness, improved sense of use and excellent moisture retaining effect comprises (1) 0.0001 mass %-5 mass % of a polymer or a copolymer composed of 2-methacryloyloxyethyl phosphorylcholine as a constituent monomer, (2) a starch-acrylic acid block polymer as a water-holding polymer and 0.001 mass %-10 mass % of a betaine such as trimethylglycine.
