<P>PROBLEM TO BE SOLVED: To simply and inexpensively perform calibration work in a brief period of time without performing operation regulation of train or traffic regulation of road on a traffic road of an object to be monitored. <P>SOLUTION: When installing a plurality of radar devices 10 monitoring a railroad crossing 51 where the railroad 50 and the road are intersected, the position of the railroad 50 is recognized by actually measuring a moving trajectory of the trains 52 traveling on the railroad 50 with the individual radar devices 10, and the calibration processing generating a conversion matrix 71 to convert the measurement data of the obstacle measured by a local coordinate system 10a of the radar device 10 into a traffic road coordinate system 50a of the side of the railroad 50 is autonomously performed in the interior of the individual radar devices 10.
