<P>PROBLEM TO BE SOLVED: To provide an exhaust gas passage opening/closing device capable of improving sealing performance between a valve and a seating surface of a gas passing port to improve a leakage of exhaust gas, and to provide an exhaust emission control device. <P>SOLUTION: The exhaust gas passage opening/closing device is provided with a base part 1 having the gas passing port 10 through which exhaust gas exhausted from an engine flows, and the seating surface 12 formed around the gas passing port 10; the valve 2 changeable between a closing position of being seated on the seating surface 12 of the base part 1 to close the gas passing port 10 of the base part 1, and an opening position of being separated from the seating surface 12 of the base part 1 to open the gas passing port 10 of the base part 1; and a changeover operating part 4 for holding the valve 2 and changeover-operating the valve 2 into the closing position or the opening position. Either one of the seating surface 12 of the base part 1 and the valve 2 is provided with a sealing member 6 of cross-sectional shape of exhibiting springiness when the valve 2 is closed.
