PROBLEM TO BE SOLVED: To control the temperature of a heating element from the state that a heating device is still cool in an initial period of paper passage and thermal storage is little up to the state that the device is sufficiently warmed up on progression of the paper passage and the thermal storage is increased when the heating device is subjected to the continuous paper passage to a target temperature with the consistently stable temperature ripples. SOLUTION: An optimum control value is selected from a plurality of control tables for PID control according to the thermal storage state of the device when detecting the temperature of the heating element by a temperature detector and subjecting the electric power supply to the heating element to PID control based on the result of the detection.
