PROBLEM TO BE SOLVED: To provide a cold generating system with high energy efficiency which can be inexpensively operated, and having a size equal to a conventional one, and a cold generating method generating cold by using the cold generating system. SOLUTION: The cold generating system 1 is provided with a compressor 7, a steam generator 2, an evaporator 3, a condenser 5, and an auxiliary compressing mechanism (an ejector 4, or the like), refrigerant gas coming out from the evaporator 3 is pressurized by the compressor 7, and the pressurized refrigerant gas is pressurized by the auxiliary compressing mechanism driven by refrigerant gas generated from the steam generator 2. The compressor 7 is driven by a power source (a gas engine 30) generating exhaust heat, and the steam generator 2 is heated by the exhaust heat generated by the power source.
