SOLUTION: A coating liquid contains dissolved fluorotitanic acid or its salt and water-soluble fluorine ion scavenger such as boric acid (H<SB>3</SB>BO<SB>3</SB>), and silica particles 1. The titanium oxide coating 3 in which a fine structure including silica fine particles 1 as nuclei is covered with titanium oxide 2 is formed on the surface of a base material 4 by dipping the base material 4 into the coating liquid.
