<p><P>PROBLEM TO BE SOLVED: To efficiently retransmit packets at a high speed, in a state with large-scale stream distribution being performed over the Internet. <P>SOLUTION: A stream distribution server 100 stores copy of a stream packet Sa generated in a stream protocol processing unit 111 into a retransmission buffer 115 together with its UDP header information Ha, and then, provides a UDP header to the packet Sa in a UDP processing unit 112. A UDP packet Ua is IP-fragmented in an IP processing unit 113, and IP packet Ia is divided into Ia1, Ia2 and Ia3 and is transmitted to a client 200. The client 200 determine that the arrived IP packet Ia1 is a divided IP packet, writes the information about this packet into a list and delivers the list to an IP processing unit 220. Similarly, the client 200 writes the information about the IP packet Ia3 to the list.
