PROBLEM TO BE SOLVED: To provide a monitoring camera system, monitoring camera control method, monitoring camera control apparatus, and mobile radio terminal in which an urgent situation can be solved at an early stage by notifying video of the urgent situation in addition to an emergency signal containing a message reporting the urgent situation, and location information. SOLUTION: A monitoring camera system comprises: a camera apparatus 5 including a driving device 6 for varying a photographing direction; a display device 3 for displaying a video signal from the camera apparatus 5; a mobile radio terminal 1 for acquiring location information and transmitting the location information and an emergency signal containing a message reporting an urgent situation; a communication means 2 for transmitting the location information acquired by the mobile radio terminal 1 and the emergency signal; and a camera control apparatus for receiving the location information and the emergency signal transmitted by the communication means 2, and controlling the photographing direction of the camera apparatus 5 based on the location information when the emergency signal is received.
