PROBLEM TO BE SOLVED: To provide a characteristic point detection apparatus for utilizing the data structure of the JPEG 2000 so as to detect a characteristic point with high accuracy without the need for noise elimination processing wherein a computing time can be shortened through parallel processing. SOLUTION: Upon the receipt of image data of 2LL components by a transmission reception section 11, a characteristic point candidate detection processing section 121 carries out detection processing of characteristic point candidates from the image data of the 2LL components (S2). A decoding processing section 15 generates image data of one LL component (S3). The characteristic point candidate detection processing section 121 carries out detection processing of characteristic point candidates from the image data of the LL components (S4). A characteristic point determining section 122 determines a characteristic point on the basis of the characteristic point candidates detected in S4 and the characteristic point candidates detected in S2 (S5). A decode processing section 15 generates original image data (S6). An image region segmentation processing section 13 applies segmentation processing of a watermark embedded image region to the original image data (S7).
