PROBLEM TO BE SOLVED: To enhance freezing breakage-resistant performance by enabling the easy performance of the operation of draining water remaining in a secondary-side channel of an on-off valve. SOLUTION: In this toilet bowl flushing valve A, a water supply port 6 and a branch port 7 are arranged on the primary side of the on-off valve 5, and a water ejection port 8 and a drain port 9 are arranged on the secondary side. The respective ports 6-9 are arranged in tandem so that the primary side of the on-off valve 5 can be in a lower position and so that the secondary side can be in an upper position. The flushing valve A is provided with an atmospheric air release valve 1 which opens a secondary-side channel part 10B of the on-off valve 5 to the atmosphere when the water is drained, so that the water remaining in the secondary-side channel part 10B can freely fall toward a water draining hole 11, which is arranged in the primary-side channel part 10A of the on-off valve 5, through the on-off valve 5.
