PROBLEM TO BE SOLVED: To provide an IP telephone system in which an emergency call can be originated from an IP telephone terminal to a police station or a fire station while specifying an area without imposing an extra cost to the user of the IP telephone terminal. SOLUTION: Upon receiving a call termination number from an IP telephone 5-1, 5-2 for emergency call, an IP telephone call control server 1 searches an installation area data base 2 using the subscriber number of source IP telephone 5-1, 5-2 for emergency call as a key. When the installation area of the source IP telephone 5-1, 5-2 for emergency call is specified by searching the installation area data base 2, the IP telephone call control server 1 controls the IP telephone system to originate a call to the number of emergency call reception center 4-1, 4-2 in an area A, B where the source IP telephone 5-1, 5-2 for emergency call is installed.
