<p>An HA function can be stopped and resumed while influencing neither an MN performing a Registration nor another Node. The HA function is transferred by procedures of an IP address managing procedure to operate and stop a plurality of IP addresses, an IP address transfer requesting procedure and an IP address transfer responding procedure (A12, A17) for transferring the IP addresses, a tunneling procedure for constructing an interactive tunnel to transmit/receive a capsulated packet, an IPsec transfer requesting procedure and an IPsec transfer responding procedure (A13, A18) for transferring the IPsec function, and a Registration transfer requesting procedure and a Registration transfer responding procedure (A14, A19) for an HA to transfer the Registration to another HA.</p> |
