PROBLEM TO BE SOLVED: To provide a sheet body for an anti-fogging window for a transport hardware material for delaying the occurrence of a fog by a water absorbing film and forming a natural fog in the same way as usual glass when moisture adheres so as to exceed the water absorbing capacity of the water absorbing film. SOLUTION: The water absorbing film having a water absorbing layer 13 formed on the surface of the sheet body 11 for the anti-fogging window has a water absorption of 2 g/m<SP>2</SP>or above and the rate of change of a contact angle (the change quantity/measuring time of a contact angle) thereof, until the contact angle becomes 5°when a waterdrop of 0.8 nm<SP>3</SP>is dropped, becomes -0.140°/sec or above. When moisture adheres so as to exceed the water absorbing capacity of the water absorbing film, it becomes a fog without becoming a water film in the same way as usual glass to which anti-fogging treatment is not applied by keeping the contact angle of a fine waterdrop to a high state.
