<p><P>PROBLEM TO BE SOLVED: To provide a filling and packaging apparatus for granulate, by which a long film can be filled with the granulate in a short time. <P>SOLUTION: The filling and packaging apparatus for granulate includes a rotor 10 for performing a stocking operation and a discharging operation for the granulate while rotating in its circumferential direction. The rotor 10 has a large number of measuring-box-like containers 11 arranged in a circle, and nozzles 12 projecting from the sides of the measuring-box-like containers 11. The measuring-box-like containers 11 are formed from an inner cylinder 13 and an outer cylinder 14 disposed concentrically, a large number of partition plates 15 and 15 dividing a space between the cylinders 13 and 14 at regular intervals along their circumferences, and a disk closing the bottom of the space defined by the cylinders 13 and 14 and the partitions 15 and 15.
