The device has a horizontal cross piece (4) placed on diameter of a hoop (1), and supporting a central vertical panel (14). A core (5) is perpendicularly fixed at each end of the cross piece. Transparent doors rest on shelves (9) for forming protection until top of the hoop. Two vertical panels are coupled along a tubular axle (3), and an airtight cap is fixed at the top of the hoop.
