PROBLEM TO BE SOLVED: To provide a printing control apparatus and method in which double-sided printing can be performed for double sides and single-sided printing can be performed for a single side by deleting blank pages in outputting to a computerized file or completely similarly to a document in outputting to paper simultaneously by one scanning. SOLUTION: Blank paper detection is implemented for scan data by a blank paper detecting means, scan data of a page detected as a blank paper are deleted by a blank page processing means, scan data of a paper not detected as a blank paper are converted into an electronic file by an electronic file converting means, pages converted into electronic files are bundled and a file management module stores the electronic files in a file storage module. Scan data are converted into print images by a print image converting means, the account of print images are computed by a print image account means, and the print images are transmitted to a printer.
