PROBLEM TO BE SOLVED: To evade illegal use of a portable terminal by performing key lock of the portable terminal when the portable terminal is lost. SOLUTION: This safety apparatus for the portable terminal comprises: memory parts 3a, 3b for storing data for guaranteeing pair relation between a portable terminal and a cartridge which are used by a pair and data for controlling keylock of the portable terminal; code parts 4a, 4b for outputting monitor signals by using the data; communication parts 5a, 5b for transmitting the monitor signals between the portable terminal and the cartridge by radio waves; pair judgment parts 6a, 6b for judging the pair relation by the monitor signals of the communication parts 5a, 5b and the data stored in the memory parts 3a, 3b; collation parts 7a, 7b for outputting collation results between the monitor signals and the data stored in the memory parts 3a, 3b when the pair relation is judged; clock parts 8a, 8b for counting time from the outputs of the monitor signals from the communication parts 5a, 5b up to the judgment of the pair judgment parts 6a, 6b; a key control part 10 for controlling the key operation of the portable terminal on the basis of collation results of the collation parts 7a, 7b and counted results of the clock parts 8a, 8b; and a monitoring part 12 for alarming the loss of the portable terminal on the basis of the collation results from the collation parts 7a, 7b and the counted results of the clock parts 8a, 8b.
