PROBLEM TO BE SOLVED: To provide a heating element with which temperature distribution in the case of heating is equalized, which is provided with high heating durability, which can be constituted in the shape of an optional free curved surface and which gives efficient and reliable heat operation to a living body. SOLUTION: The heating element 116 comprises at least: a substrate 2; an insulating film 3 formed on the substrate 2; a heating part 4 consisting of thin film resistance formed at least at a part of the insulating film 3; and a protection film 5 formed on the heating part 4.
