PROBLEM TO BE SOLVED: To provide a penetrant and coating concentrate composition for metals having improved corrosion inhibiting properties. SOLUTION: The composition comprises from about≥2 to about≤5 weight percent ashless acidic rust preventive agent, from about≥25 to about≤50 weight percent neutral alkaline earth metal sulfonate corrosion inhibitor, from about≥25 to about≤50 weight percent phosphorus-based corrosion inhibitor, and a process oil component.
