PROBLEM TO BE SOLVED: To provide a developing roller which is capable of stably obtaining an excellent image even in the long-time storage or else and, moreover, does not require a long drying line upon the manufacture, and to provide an image forming apparatus equipped with the developing roller. SOLUTION: The developing roller 1 comprises a shaft member 2 composed of a metallic pipe and one or more layers of resin layers 4 arranged on the outside in the radial direction. Therein, at least one layer of the resin layers 4 is made of ultraviolet curable resin or electron beam curable resin which contains a conductive agent, and the 60 sec creep value in an outer circumferential surface deformation recovery process upon the universal hardness measurement with respect to the roller outer circumferential surface under the 100 mN/mm<SP>2</SP>constant load measurement condition is≤10.0μm.
