PROBLEM TO BE SOLVED: To provide a paper sheet processor and a paper sheet processing method for reporting, in case that a paper sheet put by a customer is not accepted, the reason thereof and a countermeasure thereto to the customer. SOLUTION: A paper sheet 20 put into a paper sheet insertion part 21 of the paper sheet processor 1 is read by a sensor part 11, and the output is amplified by an amplifier circuit 12, further A/D-converted by an A/D conversion part 13, and made to image data by an image processing part 14. The image data are compared with dictionary image data stored in a dictionary data part 16 by a dictionary comparison part 15. The dictionary data part 16 stores image data of available legitimate bills and image data of unavailable legitimate bills, book tokens, gift coupons or the like. The comparison result is encoded and outputted to an identification result determination part 17. If the code shows an outer shape abnormality or unavailability, an alarm is outputted from the determination part 17 to a central processing unit 19. Based on the alarm, the central processing unit 19 screen-displays the reason of return and the countermeasure by an image display device 22, or announces them by voice through a voice report device 23, or prints out them by a receipt issuing device 24.
