PROBLEM TO BE SOLVED: To provide a speak indicator having a latency time which is equal to an unidentified speak indicator, and a precision which is equal to an identified speak indicator, and a low latency time and a highly precise indicator in order to cancel PoC call when a mobile or a wireless network has information which cannot establish PoC to all the demanded participants. SOLUTION: A negative speak indicator can be sent to a request unit when a demanded wireless unit cannot be utilized. The first wireless paging of the unit is carried out, in response to receiving a request for transmitting a message to a first wireless unit from the 2nd wireless unit. A page response signal is received from the first wireless unit. The negative speak indicator to the 2nd wireless unit responds to a page response signal and is sent to the 2nd wireless unit.
