PROBLEM TO BE SOLVED: To provide a snow melting device which reduces electric power consumption. SOLUTION: The snow melting device 1 comprises a surface material 10 serving as a highly heat-conductive layer which constitutes a surface layer, a base 20 which is arranged on a reverse side of the surface material 10 and is placed on a floor, a wall, a roof or the like, and a self temperature controlling heater 30 provided between the base 20 and the surface material 10 in a manner of directly joining with the surface material 10 so that the calorific value may be reduced according to the temperature rise of itself and that the calorific value may be increased according to the temperature fall of itself.
