PROBLEM TO BE SOLVED: To provide a purifying material excellent in an effect on removal of a harmful substance included in drainage or the like and capable of treating contaminated soil or the like with an easy treatment method and at a low cost, and its purification system. SOLUTION: In the purifying material, the surface of a matrix particle is covered with an adsorbent for adsorbing the harmful substance, and preferably the matrix particle is made of a synthetic resin particle and can be dispersed in the drainage. A soil purification apparatus includes an adsorption tank filled with the purifying material and a washing tank for agitating soil slurry (mud water), wherein the inside of the washing tank is separated into an agitation part on the tank bottom side and a sedimentation part on the tank upper side, a coarse particle of the soil settles to separate during passing the mud water through the sedimentation part, and the washing water is introduced into the adsorption tank to adsorb and remove the harmful substance.
