PROBLEM TO BE SOLVED: To provide a plasma display panel capable of lowering a discharge start voltage of an address electrode and of increasing the margin of address discharge. SOLUTION: Row electrode pairs X1 and Y1 extending in the row direction and column electrodes D1 extending in the column direction are formed in a form separated from each other by being covered with first dielectric layers 3 and second dielectric layers 4 on a front glass substrate 1 faced to a back glass substrate 6 by interposing a discharge space; and recessed grooves H1 are formed on the first dielectric layers 3 and the second dielectric layers 4 in parts between transparent electrodes Y1a of the row electrodes Y1 for generating address discharge in discharge cells C1 and the column electrodes D1.
