PROBLEM TO BE SOLVED: To provide an organic EL element having excellent light extraction efficiency, and to provide a method for manufacturing it at high throughput. SOLUTION: This organic electroluminescent element is provided with: a luminescent part 9 composed by sandwiching an organic layer 7 between a first electrode 6 and a second electrode 8; and a fine particle layer part 5 including fine particles 2 stacked and formed on the luminescent part and periodically arranged thereon, and a medium for at least partially embedding the fine particles. The organic electroluminescent element is characterized in that the medium in the fine particle layer includes a first particle coat layer 3 and a second particle coat layer 4 having reflectivity values different from each other; and the second particle coat layer has reflectivity greater than that of the first particle coat layer and is formed on the luminescent part side.
