<P>PROBLEM TO BE SOLVED: To solve problems in which a plurality of kinds of public utility charges and other paid charges can not be confirmed periodically or aperiodically in an integrated state and an advice in which future income and expenditure are predicted can not be given to a customer at all based upon data on past paid charges. <P>SOLUTION: A proxy server 10 acquires rate from a water supply server 32, an electricity server 33, and a gas server 34 every day, acquires meter-reading data from a water supply meter 21, an electricity meter 22, and a gas meter 23, and calculates and holds charges for use at each time. When a charge is inquired by a mobile telephone set 40 through a network 15, the proxy server 10 generates and sends mail containing a charge table, in which the current charge for use, telephone charge, amount to be withdrawn, deposit balance, etc., to the mobile telephone set 40.
