PROBLEM TO BE SOLVED: To provide a manufacturing method of an electrolytic capacitor, with which the electrolytic capacitor with high withstand voltage, superior stability of leakage current and low ESR, can be obtained. SOLUTION: In the manufacturing method of the electrolytic capacitor, a capacitor element 9 where anode foil 1 and cathode foil 2 are wound by installing a conductive separator 3 between them is stored in a metal case 7 with driving electrolyte. Oxidant solution is impregnated in a separator substrate formed of a non-oven fabric. The separator substrate is vapor phase-polymerized in monomer steam of conductive polymer, is cleaned and dried. The separator is conducted. Thus, excessive oxidant does not remain at the time of chemical oxidation polymerization. A persulfate ion which functions as a dopant is prevented from being easily de-doped and being eluted in driving electrolyte. Conductivity of conductive polymer is prevented from being remarkably deteriorated due to de-doping. Thus, the electrolytic capacitor in which withstand voltage is high, stability of leakage current is superior, ESR in a high frequency region is stable and heat resistance is high can be obtained.
